The Journal of Neuro Engineering and Rehabilitation 
<http://www.jneuroengrehab.com/> is a recent journal (october 2004), 
mostly focused on rehabilitation. This journal is referred on 
bci-info.org, but the description is not really appealing for BCI 
researchers. However, I had an email with the Editor in chief and they 
are very interested in BCI publications. I thought it was interesting to 
share the tip (BTW, it should make Bernhard happy ;-) ).

Please find below his answer (to summarize: high interest for BCI 
papers, fast review process):

   "Thank you for you interest in JNER and my apologies for not getting
    back to you before.  We would be very much interested in a paper on
    brain-computer interfaces.  The time for publication varies according
    to the quality of the paper and the need for further reviews after
    the first round of reviewers' comments.  We get the first round done
    in about 2 months right now.  Again, that varies from paper to paper
    from 2 weeks to 4 months according to the quality of the manuscript
    (you might know by experience that reviewers get out of the way good
    paper right away, while they tend to sit on papers requiring a lot of
    feedback for quite a while).  We have a good team of reviewers on the
    topic of your paper.  So, I would expect virtually no problems
    getting your paper reviewed in an expedited way.

    Once again, thank you for your interest in JNER.  The journal has
    been doing very well with about 50,000 downloads in the first 12
    months of existence of the journal.  We have been on PubMed since
    issue #1 and the number of unsolicited submissions is increasing
    exponentially!
