It is a known problem that the NL is at least 20 dBm too high for bcm43xx.

I get higher throughput for 11 Mbs even for 4306. Others find that 54 Mbs works 
for them. It seems 
to depend on how much noise there is in your neighborhood. For example, there 
is a broken device 
near to me that keeps me from using channel 1, even though the nearby AP's are 
on channels 6 and 11.

That would be reasonable if our noise level made sense. For bcm43xx, I use the 
firmware-provided 
value of rssi with quality = 100 * rssi/rssi(max). The maximum rssi was 
measured here by putting my 
computer about 5 cm from the AP.
