Could we please have more details such as distro, kernel version, and an extract of the wireless details from dmesg? The SIOCSIWENCODEEXT wireless-extension support has been in bcm43xx for a very long time. I cannot recall seeing that anyone has used WPA-EPA-TTLs; however, a number of people, me included, are using WPA-PSK TKIP, which also relies on the SIOCSIWENCODEEXT call.
