If you control the device with NetworkManager, it will bring it up. If you are controlling it manually, then either an explicit ifup is required, or it is set implicitly in the control file. That is distro dependent. For openSUSE, that file is /etc/sysconfig/network/ifcfg-wlan0 where there is a line that says STARTMODE='XXXXXX', where XXXXXX is auto, ifplugd, manual, or off.
