OK, let me try to get this straight

You wish to set up a domain server
You shall set a policy so all users/workstations will
be authenticated through that server for 
     a. E-Mail
     b. Internet Browsing
     c. needless to say, browsing the LAN
     d. ???

if that is the case, I would recommend you use LDAP
based user management system along with SAMBA-3. That
should help you in achieving what you are looking for.
In fact, squid and sendmail/courier-imap can also be
configured to have authentication through that LDAP.
And yes, Win2k or XP will think that SAMBA box is an
AD.

BTW, I didn't know that Win boxes are by themselves
(without using any non-microsoft software, that is)
capable of authenticating users to enable
gateway/proxy service. can you tell which services are
used in win box for this purpose?
