First of all, you don't have to post the same message twice, just for a
mistake in your subject (I guessed, you intended to write fast instead of
far).

Regarding Question # 1.
The DUN icon (in system tray) which shows 32000 / 29000 bps, means that you
are being connected with your ISP within the speed limit of that mentioned
figure. It doesn't mean that, you're going to get that speed all through you
are connected with your ISP. It's something like that your house is
connected with Dhaka Wasa's main Supply line via a 6" dia pipe, but it's not
guaranteed that you're going to get that much (৬" মোটা পানির ধার) of water
all the time. The fact we never get that ;-D

If you want to know the bandwidth you're getting from your ISP (regardless
DUN / UTP broadband / DSL) use any Bandwidth monitoring tool / utility, e.g.
DU meter (for W!n) or try this
http://us.mcafee.com/root/speedometer/default.asp

Regarding Question # 2.
what is difference between bps and Bps? first you gotta know that?

bps stands for bit per second, and a bit is the smallest unit of data i.e.
"Zero" and "One", so when the term kbps is used, it's referring a scenario
of one kilo of data (0's and or 1's) traveling in a second.

You must know that 8 bits make a byte which is abbreviated with the
capitalized B. and the scenario of one kilo Byte data travelling per second
can be termed as 1 KBps

আমি যা বুঝি 1 KBps = (8 X 1 kbps) তাই 32000 bps = 32 kbps = 8 KBps
