"cellular population" .. it happens with every ISP.. ISP got
some bandwidth and it gets saturated as more subsciber comes to
the network and then bw upgradation happens.. so i guess GP is
in the intermediate point between saturation (not in capacity)
and upgradation of internet bw :)
