Bangladesh doesn't have any policy for Internet my friend. You may
remember that in 90's we had to sign big agreement forms for getting one
Internet connections. But now a days you can just buy a card and be
connected. While processing the card online, ISPs doesn't show you any
agreement so that you can Accept/Reject the service. I think ISPs of
Bangladesh has rights to do anything, like showing your mailbox to
anyone for anything.
This is really sad...
