squid uses template files to generate these pages. I don't remember the exact location, but seem to vaguely remember that there is a section in the configuration file regarding the location of error messages (somewhere under the en/ folder) -- once you locate them, provided you have basic knowledge in HTML, it shouldn't be difficult.
