If you can control download, you will be able to do the same vfor upload
too. You need to do that for the upload network interface as you did for the
download network interface.

So if your upload network-device is not other than the download
network-device you've to do that and separate the network interface.

BTW you can try tc with HTB too for bandwidth control. Hope it'll help you.
