Which distro and desktop environment you are using?
If you have shortage of RAM, try xubuntu first. It
uses xfce window manager which is pretty lightweight.
Again, if you are do wish to alter existing distro
just install "xfce4" using a package manager. 

For Java IDE like JCreator you can try geany.
