Firestarter gets loaded everytime my debian is booting up as I see some
message like "Starting Firestarter Firewall .... ...." in the bootup screen.
This is because firestarter is an iptables based firewall. What you are
experiencing is that the gui does not get loaded every time, but the
firewall should be working nevertheless. You can try adding Firestarter
entry in the System > Preference > Sessions section for automatically
loading the GUI.
Alternatively you can try gaurddog but it is a kde frontend. :)
