Check the repo files in /etc/yum.repos.d/ and mark repositories enabled.
then do "yum check-update".
This is the general rule for YUM repos.

But by default, RHEL should not come up with any RHEL update repo as you can
only have this if you have bought RHEL subscription. Still, you can add 3rd
party repos like rpmforge with it.
