It's not a gov's problem. It's a simple math. The website use to be 
maintained by Connect BD and they have decided to do it by someone else 
and make it Unicode. Connect BD did not have that expertise and that is 
why the job went into Techno Vista's hand.

Now I assume connect BD still had the pass of the FTP and they have done 
it intentionally.
