I've tried everything under the sun, including peppering.  What works?  A 7 foot plus fence AND Livestock Guardian Dogs (perhaps other doggy types as well).  Everything else is temporary or marginally effective - not acceptable on a working farm.  Peppering for three seasons to eliminate a nasty weed or a particular pest is within reason, for deer there is nothing left if the solution is not 100%.
