No. HAARP is like the Sorcerer's Apprentice. You can alter the weather, but you can't control it. If you get two air masses, a hot and a cold one colliding, you could use a broom to start a tornado, but it's a cascade effect. It's not predictable. Forget it as far as controlling or predicting weather. In the right place at the right time, I have started avalanaches with a teaspon of snow dropped off my boot. No long range prediction can be made of random events. They have enough trouble predicting weather three days ahead. Basically, quantum events can't be predicted.
