My 2cents
In reading the plan I do not see the huge encumburments this writer (of the original e-mail) found.
What are his motives?
As a steward of land that is strongly impacted by several plants from nurseries
- Buckthorn, Honeysuckle, Loosestrife, Mutiflora Rose ....
I'm not sure that the USDA does not have a role.
That said I need to ask are they the best approach?
Most likely not.
So then the last conundrum "Is this a battle to fight & is there an expectation of a win-win outcome"?
I think not.
