From what I can understand do you mean that once a database transaction activity happens all the users who have this data have to be refreshed ? Or do you need when the db transaction is happening, you want other users to read the data at the same time? Or when a db transaction happens you want the users to get the affected / updated values ? (this one is the default behaviour) Or when a db transaction is hapenning you want the users to get the last value before this transaction since this transaction has not completed. Note: Transaction is a logical grouping of activity that may involve a Database transaction also. This is the assumption Iam making here.
