Test.exe (vb.net), though it has an .exe extension is not really an x86 executable. It contains IL, not x86 instructions and hence called portable executable. It is the runtime hosts (like explorer etc) which gives us an impression that test.exe is an executable. Compiling to native X86 instructions (potentially to another native :) ) happens only at runtime (JITing basically).
