Unless the compiler is passed the "/clr" switch at the commandline, it wont produce IL. Native instruction set code will be produced. But when "/clr" is passed, then the source code can contain .NET specific code which will be compiled to IL, and if its a pure .NET assembly, it can be assigned a strong name and installed in the GAC.
