It uses the same technology as Microsoft's WSDL utility, but saves you from knowing the scores of command line arguments that are required to generate the proxy. And not only that, you can create proxy in more languages than the WSDL utility! In addition, just like Windows Server 2003 can produce a Webservice for a COM+ application.
