An exe 
also contains the opcodes - teh statements that you type in assembly in their 
binary equivalent along with some additional 
information.
This 
is the same case with the managed exe that contains the IL binary data and more 
or less exactly exe-like additional data.
So it 
is fair to call it a dissassembler for IL opcode.
