Transactional replication between Oracle and SQL Server at the database end will be very costly. Rather, the best way to do this sort of data replication is to use COM+. I'm not sure what your application is nor what technology stack it uses, but COM+ is ideally suited for this kind of work. By writing application components and deploying them in COM+, you automatically get features of distributed transactions and smooth error handling. You can do transaction replication very easily with COM+ and the performance will not be affected as much as it would if you coded the same in the database. Also, as the load on your application increases, it is very difficult to scale the database layer horizontally. You can scale only vertically and to a certain extent. Implementing your logic in COM+ allows your application to scale horizontally very easily, since machines can be added at the application tier with less cost and load balancing works great here.
