Hi Vipin,
 
First of all, I am personally against Ad 
Rotators that "rotate" every second.
 
This causes the page you are browsing to 
keep on refreshing part of the page. However, a requirement is a requirement. So 
here goes:
 
1. You could use IFRAMEs in HTML to show 
your ad. Then refreshing the page that shows the ad every few seconds will not 
refresh the entire page. This is the most common practice.
 
2. You could load a few ads (if they are 
images) into a JavaScript array and have a function that keeps changing the ads 
every few seconds.
 
3. You could consider loading an applet 
which would load on the page, and then connect to a back-end server, get the 
images streamed in from time to time and render them.
 
These are some options.
 
Put your thinking hat and you could land up 
with a more novel idea :)
