see if you understand simple client side 
programming with  javascript you, will also understand that the value that 
is assigned to any control type in a form will eventually be posted back to the 
server. right ? 
 
now it is the server side code's 
resposibility to capture teh value of teh control that indicates the current 
state of your second drop down. 
 
that is teh genarl approach - there are 
numerous ways of actually doing this.
