ADO.NET handles concurrent users 3 ways. Pessimistic , optimistic, Last in Wins 
control. 
In your explained scenario Pessimistic concurrency control suits best, when there is 
same row is being accessed and being updated. Pessimistic Control locks the row from 
fetch time to update time. Whereas in Optimistic control is used when row is locked 
while it is being updated.
In Last in Wins scenario row is updated without any restriction resulting in data 
literally overwritten.   Cheers   Ravi
