You would have to install Windows Server with the latest Service Packs. 2. You would have to apply office packs. 3. You would have to install SQL Server 2000 4. Then it needs to be followed by SharePoint Portal Server. Kindly note that Share Point is very very sensitive in installation. Once the installation is fine, everything will go well. The sequence to be followed is very important and very clearly given in the instruction document. After installation, you would be created a Portal using WSS. As for developing pages, I suppose you have well defined API for the same. Kindly check out the same after adding reference to the SharePoint Portal API.
