I dont think this is a bug with IE5 per se.

I think this has something to do with the way the controls are rendered. The dropdowns 
are always rendered on the 0 layer.

In fact you can see this in Yahoo mail. If you choose any of the dropdown menus on the 
page, all the combo boxes are hidden so that the "effect" you mentioned does not occur.
