Apart from the context of the logged-in user, the Code Access Security (CAS) model of .NET will also kick in. The CAS model defines code groups that can be used to limit the security of an application. So, even if you are an administrator, if you belong to a code group that prevents you from doing something, you cannot do it. Windows permissions and CAS act complimentary to each other.
