You can use Directory class and use Exists and CreateDirectory methods.
I hope the following code will help you.
Dim fs As System.IO.Directory
If Not fs.Exists("d:\attachments\" & foldername) Then
fs.CreateDirectory("d:\attachments\" & foldername)
End If
