Check the file C:\windows\system32\drivers\etc ( 
this is on XP machine) find the equivalent on your OS version,  If this IP 
is a public IP alloted your working sytem then you can change the machine 
LOCALHOST name to name you desire and use it as http://somename/login.aspx
 
If the IP is on remote location, then you will need 
a domain name in order to use a name instead of the IP, some DNS knowledge will 
be helpful
 
or 
find a way in IIS where you can change the 
localhost name to name of your desire.
