 You can have a common code base for both Palm and Pocket PC 
devices. There are tools available in the market for that
 
But 
I will suggest you should decide on the device<platform> before you go 
ahead with the development. Otherwise its going to be a bit complicated later 
on.
 
If 
its a enterprise class application then in my opinion .NET CF is the way to go. 
But if you are targeting PIM application then do give a look to 
other options such As RIM/Blackberry.

                                I am not so familiar with PalmPDA.
                                 
                                well in case of a Pocket PC we have 
                                something called Active Sync, which helps me out 
                                in finding these issues.
                                 
                                better you can try with VB.NET.
                                 
                                But you can't write a managed code using 
                                VB.NET, as I don't think there is support for 
                                CLR in PalmPDA.
