Thread.CurrentThread.CurrentCulture.EnglishName will give you user's Current Locale,
e.g. if user has set his regional setting to Kannada, this will be "Kannada (India)"
You can create a new CultureInfo class for the culture you desire your application to
run under and assign it to CurrentThread.CurrentCulture.. e.g.
CultureInfo ci = new CultureInfo("en-US"); Thread.CurrentThread.CurrentCulture = ci;
