Validating event is raised , if you
have your control's causesvalidation property true and and the user changes
the focus from the control to another ..



This event is generally used for any
validation that you may want to , and in case u want to retain focus ,
you can .. 

but you will have to take care of your
other logic , that is whether the date is changed or not  .. I guess
you may want to access the db only if the date changes
