So these API's are implemented by the
provider,driver etc?
also how does the provider or driver knows that ..
say how can this API talk to a database? does the database vendor provides
an API by which they ... say .. hey Microsoft guys .. if you want to use my
database from your application . then you need to write your provider or driver
software ..using my API's ?

Basically its a standard or open
application programming interface (API) for
accessing a database.
It
can work as a bridge so by using the
statements in a program, you can access
files in a number of different databases, including
Access, dBase, DB2, Excel, and Text.
It allows programs
to use SQL requests that will access databases
without having to know the proprietary interfaces
to the databases.
It
handles the SQL request and converts it into a
request the individual database system
understands.

If i understand
correctly ODBC drivers, OleDB provider or .net
data providers... are programs which are
implemented by database vendors for us to able
to use database from a front end program? or can
some one give me simpler terms to understand ..
