I Agree. 

See it is like this. You put the shared assemblies in the GAC. And the
GAC is the special windows folder which keeps the track of the
assembly files on the basis of the information more than just its name
- Like version, public-pribate key. So you can have the assemblies
with the same name but with different other informations in GAC.

But when it comes to Application's bin folder, it is like every other
simple windows folder, so you cannot put two files with the same name
(though differ in other information like version etc) in that folder.
