The DropDownList control does not have a tooltip property.
You would need to create a custom DropDownList control, then write a tooltip property 
for it.

Example:
  Code: Imports Statements Here  Public Class MyCustomDropDown    Inherits 
System.Web.UI.WebControls.DropDownList     Private strToolTip As String     Public Sub 
New()       MyBase.New()       strToolTip = ""    End Sub     Public Property

   End Get             Set(ByVal Value As String)          strToolTip = Value
