Hi SHort Question and LOng Answer.I don't know whether i can cover the full answer.   
you have asked whether it is a manage code when you use com+.manage in this context is 
whether its compliance to the clr to use thee framework,memory and version management 
etc.   while we are using .net classes which hosted/supported by the clr and framework 
all those above features are managed by the framework so its maanged(versioning,mem 
amanagement(garbage coll),security.)   Now while you are using com+    the com+ runs 
in its own context which is unmanaged in .net prespective but it also implements many 
features like JIT,POOLING etc.   however here comes a bridge which the frameworks 
creates for us when we use the enterprise services and serviced comp. between the 
manged and unmanaged world. this bridge helps us to keep our code as a managed one 
while it still interact with the context of com+.     sorry leaving explaination
