Hi ,   I am not sure about http properties of a windows service but you can try 
this , it is based on using database like sql server / oracle , what ever you 
might be using ,w hich do have http capabilities :   1. Make a winservice , 
which compares two dates . 2. If they match , then insert a row in another 
table . 3. Set a trigger on that table . 4. Call somethin' like Extended Stored 
Proc from there , which will do the http post as required by you .   or 
otherwise , if you really want to implement this through application , then you 
may need to delve deeper into .net remoting that use http channel and xml to 
transport / post your message .   i hope it helps ,   Mrinal
