If you see the declaration of numeric datatypes it will be declared as a structure thus they are value type. Declaration of Int32: [C#] [Serializable] public struct Int32 : IComparable, IFormattable, IConvertible Whereas when you see the declaration of String it will be declared as a sealed class. Thus its reference type.
