Deepak:      I would like to recommend a two ways to achive your scenario.   i) 
You can achive exception handling using EMAB(Exception Management Application 
Block) for more details on microsoft's pattern & practices' paper  'Exception 
Management in .NET'.

This is one way of handling exceptions in different layers:
       Data Layer: Place your code in try block in all functions. Dont provide 
catch block.
 Provide only finally block for cleanup code, so that errors will propagate to 
the next layer (business layer)
       Business Layer: Place the code in  try block in all functions. 
Throw any business specific user defined exceptions in try block.
Provide catch block. Translate any system exceptions to User defined exception 
and throw that exception to the next layer (UI Layer)
      UI Layer(ASP.NET): Place your code in try block in all functions. Dont 
provide catch block. Provide only finally block for cleanup code,
 so that errors will propagate to Application_Error Event.
 Log the Errors here usually in windows event log and redirect the user to 
common error page.   Thanx, Smith
