Hi ,   You are on a MS group , so i will try to give you definition of Open 
source technologies , from different perspective :   From MS - One of the most 
contentious thing ever started in the world of software , which proliferates :  
 1. Open Source Code for Commercially distributed software . 2. Against 
Patenting , as it destroys the innovating spirit .   Essentiallly to understand 
more you need to go through GPL ( General Public License ) , go thorugh

From MS Rival companies - Ahhh ! finally we got something to be happy about and 
got somethin' to contain MS unrestricted monopoly , as every software is bound 
to work on an OS and beside Home Computer market , MS is good in Server market 
too , so they are putting all combined muscle behind it ,  however in true 
sense , they never themselve relase the source code for their products . They 
mostly develop the products for enterprise customers and server level market 
and earn major revenue thorugh support . Once in a while they publicly announce 
their patents that can be used by Open Source Developers , but believe me 95 % 
of those patents are pure crap .   From Academia - They are the original people 
, who started this revolutionary stuff , due to their strong beleif in Free 
software avilability , idea is that software code is avilable and you can if 
you want make changes and accustom the stuff as per your need , you need you 
pay few dollars everytime a new version comes up , where there are hardly any 
change but Companies want to mint money .   Now Open Source Technologies : 
----------------------------------   To name few - Perl , Python , PHP , shell 
, Linux , mySql , Apache etc.   Case that you have mentioned may be considered 
as some kind of subset of open source as you are actually providing the source 
code , but actually in case of above mentioned technology , the code for 
technology is also available  and open source enthusiast do contribute to the 
development and relase of new versions .   so , C# is not an open source
