try this...

after filling the dataset...do like this..
here..add a new row to the dataset for a column that u have the values 
IT,CSE..etc
dim NewRow as datarow = myDataSet.tables(0).rows.newrow
NewRow("col1") = "ALL"
myDataSet.tables(0).rows.add(NewRow)

now bind the dataset to the DropDownList

With dtgEmplList
      .DataSource = myDataSet
      .DataMember = myDataSet.Tables(0).TableName
      .DataBind()
  End With
