First you creat object 
(regws) by add web reference wizard.

 

regws.Url = "WEB service Url here"

NetworkCredential 
objCredential = new 
NetworkCredential();

objCredential.UserName ="WS_USERNAME";

objCredential.Password = "WS_PASSWORD";

// objCredential.Domain = 
"";

regws.Credentials = objCredential;

regws.Timeout =mileseconds;

 

then call your method...
