I dunno :p.  I feel like it's traditionally (for BE) pointed to
${HOME}, but I've cluttered up the log files by changing it back and
forth quite a number of times.  I install it under /usr/local on my
personal machine and then forget to revert the Makefile before
committing...  For the rest of my accounts, it's generally under
${HOME}, since I'm not the sysadmin...

You shouldn't install under /usr/, since that's usually for software
managed by the distribution's packaging system, but other than that it
doesn't really matter to me.  Perhaps Ben can chime in with some
official Debian knowledge? ;)

We should mention whatever we decide on in the root README, which
could use an update anyway.
