Yup, it's just an automatically generated id-to-path lookup table.

It's there because abstract storage objects are flat, but the on-disk
directory structure for VCS-based storage backends are nested
repo/bug/comment.  Having a cached id-to-file mapping avoids having to
traverse the tree to find a specified file.
