OK, so it isn't wired up. I also need to remove the onboard 3.3 volt 
oscillator, after I make sure the board works.

This should give you an idea of how easy (hopefully) it is to interface 
an FPGA board to the Beagle, provided you can configure a bank to 1.8 
volt IO.
