It appears that the Ethernet hotplug in a fresh rcn netinstall does not trigger ifupdown:

Note that eth0 is still up, so I tried udevadm:

monitor will print the received events for:
UDEV - the event which udev sends out after rule processing
KERNEL - the kernel uevent

There appear to be kernel printouts but no udev events?
