Yes, the text files are configurations for the config-pin utility, which is mostly kernel agnostic. I believe Alexander wrote his program specifically for the 3.8.13 kernel and the cape-universal device-tree-overlay, but most of the functionality is also available in the 3.14 kernel series from RCN as used by default on the Debian Jessie images.
