Is the AM3358 the hotspot? Or might somthing push the tps65217 (power 
management IC) to its limit? Other hotspots?
If it is the AM3358 do you have a way to check workload?
It would be good to exclude other possiblities before disucssion "popped 
I/Os".
"Popped I/Os" can be detected - they easily won't work anymore. Popped I/Os 
can have unpredictable effects - it's luck if the AM3358 is not destroyed 
completely. I would even assume that destroyed I/O can lead to overload or 
shortcut of the the tps65217 3.3V rail (cross current through destroyed 
substrate of the protection diodes). Technically the AM3358  can be 
replaced if it really was damaged. But only few have the tools for the 
repair and I wouldn't give any guarantee on a BGA repair...
